Curious modeling material "Gray Lipka"

This link is to an 8 min YouTube video about a modeling 'clay' called "Gray Lipka"
The beginning shows using it to create molds (though it looks too coarse for fine details). It can also be used for sculpting items.

What got my attention was the "recipe" near the end of the video. The ingredients are paper napkins, PVA glue, wheat flour, cement (as in Portland cement, not Testors) and vinegar!

The video show some sculpted pieces that have cured and they seem fairly durable. The video does not show if the material can be used outdoors. Thought some of you might find it interesting
