Wow, such a process but the results have proven to be worth the effort. I did something similar to this but with roofing tiles. I wound up laying out a large section of individual tiles, pouring a silicone mold over the entire surface and then using the mold to cast resin sections of roofing. It worked well for that application but where you are needing the random arrangement of stones without a redititive pattern my method would not be the answer. Anyway, keep up the good work and take a break every now and then. Laying out stonework of this kind can cause one to go a little crazy.

In the meantime, I've come up with the following solution:
I didn't want to glue the individual broken stones directly onto the terrain.
When I tried using a universal assembly adhesive to attach the small stones to a thin Styrodur sheet, I had about 15 minutes to adjust the stones and swap them out if necessary until I was satisfied with the arrangement.

If I haven't miscounted, there are 228 tiles for the first area to be laid out.
To position them precisely, I first secured them to a thin polystyrene sheet using Gudy 870.

For the final assembly, however, I will use Styrodur instead of polystyrene as the backing material. This will allow me to better adapt everything to the somewhat uneven terrain.

In the following image, you can see the "approved" arrangement of the stones at the top, a photo of this arrangement below, and finally, at the bottom, the black-painted Styrodur sheet on which everything will be permanently secured with assembly adhesive.

So I gradually covered sections with the mounting adhesive and positioned the tiles from top to bottom.  The printed image in the center served as a guide for arranging the puzzle.
For a better overview, I marked the tiles I had already placed in blue on the printout—this helped immensely whenever I couldn't quite remember where a particular tile was supposed to go.
The light-colored adhesive was mixed with black pigments so that no light-colored glue spots would be visible between the tiles later on. It was quite a messy business.

Once the adhesive had dried thoroughly overnight, I was able to cut the Styrodur sheet thinner using the hot-wire cutter...
