Looks like an old bonsai tree to me. Dead bonsais can be a great starting point for trees in the larger scales.

Try looking at some overgrown/ old lavender bushes ... think you will find those and there pretty similar
i agree also lavender is very similar. even if it's a Mediterranean plant you have it in uk but i'm not sure for canada. There is also a lavender factory with 15 " or 7"1/12 railroad (interesting for doing a layout). it's Wolds Way Lavender Railway Near Malton, North Yorkshire
