Laquer paint / mixing your own

Being in large scale (1:29), finding suitable RR colors in rattle cans is always a challenge.  I can get close on some colors by starting with rattle cans, then shading over it with thinned artists oils.  It can be a slow process, due to the nature of oils.  That got me wondering... would it be possible to start with clear lacquer, and add my own pigment?   Has anyone else on here already gone down that road?
